City Cultural Index (CCI) – European Cities

The City Cultural Index (CCI) is a composite measure developed by culturexplor to compare the cultural attractiveness of European cities from a visitor’s perspective.

The four dimensions

The index is based on open data and combines:

  • Cultural Density Index (CDI) – measures the volume, diversity, and significance of cultural attractions within approximately 5 km of the city centre, reflecting the cultural experience available within a largely walkable urban area.
  • Cultural Iconicity Index (CII) – measures the strength and diversity of internationally recognised must-see attractions and cultural experiences, including UNESCO World Heritage Sites, accessible within approximately 60 minutes’ drive of the city centre.
  • Cultural Event Index (CEI) – measures the volume and significance of major cultural events over the most recent 12-month period, using event activity as an indicator of cultural liveliness.
  • Cultural Affordability Index (CAI) – reflects the anticipated cost level of experiencing a destination, using accommodation and restaurant price levels as indicators of visitor affordability.

Together, these dimensions represent four key aspects of cultural attractiveness: density, iconicity, liveliness, and affordability.

The Cultural Density Index forms the core of the composite CCI and therefore receives a majority weight. This reflects the principle that the volume and depth of a city’s permanent cultural offer provide the strongest foundation for its cultural attractiveness, while iconic attractions, events, and affordability capture complementary aspects of cultural attractiveness.

More than simply counting attractions

The CCI is designed to capture not only how much culture a city offers, but also how varied and significant that offer is.

The methodology therefore considers factors such as cultural diversity, recognised prestige, quality, uniqueness and international appeal across areas including museums and art, history and heritage, performing arts, architecture and landmarks, food and drink, major events, and cultural experiences.

Cultural density and accessibility influence how much of a destination a visitor can realistically experience during a relatively short stay. The CCI therefore reflects both the richness of everyday urban exploration and access to the major cultural experiences associated with the wider destination.

The underlying methodology combines multiple data sources and quantitative measures through a structured statistical framework. It incorporates diversity measures, statistical standardisation, component weighting, and composite index construction, allowing indicators with different scales and distributions to be combined into a consistent comparative measure. The approach is designed to capture not only volume, but also diversity, significance, and quality.

Comparability between cities

All cities are assessed using the same methodological framework. Results are standardised against a benchmark group of 30 European cities, selected to represent different city sizes and regions across Northern, Southern, Eastern, and Western Europe.

This standardisation allows meaningful comparisons between cities with substantially different populations and urban scales.

The CCI should therefore be interpreted as an evidence-based indicator of cultural attractiveness.

The index draws on recognised European and international open-data sources, including OpenStreetMap, together with a range of online sources that meet defined standards for relevance and reliability.

Beyond the City Cultural Index

The City Cultural Index provides a high-level benchmark of cultural attractiveness across 30 European cities. The underlying methodology can also be applied at a more granular level, allowing cities to be compared across individual index dimensions and their underlying components.
